Green Cess to be Levied on Vehicles from Other States Entering Uttarakhand from the New Year

Dehradun. A green cess will be levied on vehicles from other states entering Uttarakhand from the new year. The green cess will range from Rs. 80 to Rs. 700 depending on the category of the vehicle. Chief Minister Pushkar Singh Dhami has instructed the Transport Department to implement this system immediately.

During a review of revenue receipts for the year 2025-26 at the Secretariat, Chief Minister Dhami expressed displeasure over the lax performance of the Transport Department for not working on the green cess for the past two years. It is worth noting that the green cess scheme was implemented in February 2024, and its rates were also revised once. However, it has not yet been effectively implemented. This has resulted in a significant revenue loss for the state. The CM said that increasing revenue is a priority for the government for the development of the state. He said that the state has received Rs. 200 crore for mining reforms and a target of Rs. 24,015 crore has been set for the financial year 2025-26.

These Vehicles Will Be Exempt

Two-wheelers from other states, central and state government vehicles, government vehicles from other states, tractors, trailers, road rollers, combine harvesters, as well as hearses, ambulances, fire tenders, and army vehicles will be exempt from the green cess. Vehicles running on electric batteries, solar power, hybrid technology, and CNG will also be exempt from the green cess.

Green Cess to be Deducted via FASTag
The green cess will be collected from vehicles coming from other states through FASTag. For this, 10 border check posts have been set up on the UP-Himachal border, and work is underway on six others.
