New Delhi. The Central Government has approved the terms of reference for the 8th Central Pay Commission, completing the formal process for its formation. Former Supreme Court judge Justice Ranjan Prakash Desai has been appointed as the Commission’s Chairman.


Announcing the approval of the 8th Pay Commission for central employees, Union Information and Broadcasting Minister Ashwini Vaishnav said that Prime Minister Narendra Modi has approved the Pay Commission’s terms and conditions. He stated that the Commission’s recommendations will benefit 50 lakh central employees, along with approximately 69 lakh pensioners of the Defense Services and other institutions.

The government intends to implement it from January 1, 2026.

The Cabinet outlined the powers and functions of the 8th Pay Commission. Former Supreme Court judge Ranjana Prakash Desai has been appointed as its Chairman. The 8th Pay Commission is expected to submit its recommendations within 18 months. The government intends to implement the recommendations of the 8th Pay Commission from January 1, 2026. The committee will include Ranjana Prakash Desai, Professor Pulak Ghosh of Bangalore, and Secretary of Petroleum and Natural Gas, Pankaj Jain.

The 7th Pay Commission was also delayed in implementation, but arrears were paid.

Previously, when the 7th Pay Commission was implemented, there was a delay, and arrears were paid to all employees and pensioners. NC-GCM, the forum representing central government employees and pensioners, submitted a term of reference to the central government in January. It should be noted that, in light of rising inflation and other factors, a new Pay Commission is formed every ten years, revising the salaries, allowances, and other benefits of central government employees. Consequently, the 8th Pay Commission will be considered effective from January 1, 2026. The formation of the 8th Pay Commission was announced in January this year, but it took nearly 10 months for the Union Cabinet to approve it. This also led to resentment among government employees.
