PM Modi Inaugurates Indigenous 4G Stack and 100,000 BSNL Towers

India Becomes Fifth Country in the World to Develop a Fully Indigenous 4G Stack – Scindia

Guwahati/New Delhi. Prime Minister Narendra Modi on Saturday inaugurated the country’s fully indigenous 4G stack and 100,000 BSNL towers from Jharsuguda, Odisha. Union Minister Jyotiraditya M. Scindia joined the event virtually from Assam and shared the significance of this achievement. The Union Minister said on the occasion that the Department of Telecommunications pledged to develop its own indigenous 4G stack as part of Prime Minister Narendra Modi’s vision of a self-reliant India, and in just 22 months, India has joined the elite club of countries that have successfully developed its own indigenous stack. This is a proud moment for the entire country as India moves towards becoming a global leader in the telecommunications sector.
Towers were inaugurated in various states, including Odisha, from where various leaders joined the event. Chief Minister Mohan Charan Majhi in Odisha, Union Ministers Ram Mohan Naidu, Chandrashekhar Pemmasani, and Chief Minister N. Chandrababu Naidu in Andhra Pradesh, Union Minister Pankaj Choudhary and Chief Minister Yogi Adityanath in Uttar Pradesh, Union Minister for Defence Nikhil Khadse, Chief Minister Devendra Fadnavis, Deputy Chief Ministers Eknath Shinde and Ajit Pawar in Maharashtra, Union Minister Arjun Ram Meghwal and Chief Minister Bhajanlal Sharma in Rajasthan, Chief Minister Himanta Biswa Sarma in Assam, Union Minister Mansukh Mandaviya and Chief Minister Bhupendra Patel in Gujarat, and Union Minister Giriraj Singh and Chief Minister Nitish Kumar in Bihar.
India’s Indigenous 4G Stack Build in 22 Months
Prime Minister Narendra Modi, while dedicating the indigenous 4G stack to the public, said that despite numerous difficulties, India’s experts and the Department of Telecommunications have developed India’s fully indigenous 4G stack in just 22 months. This is a powerful message to the world about India’s technological capabilities and determination. What was once considered impossible is now the reality of a self-reliant India. The Prime Minister also stated that the indigenously developed 4G stack and 100,000 new towers will write a new story of development by bringing connectivity to every village in India. This achievement is not merely an expansion of technology, but a commitment to making life easier for the common citizen.

Union Minister Scindia said that when 2G, 3G, and 4G technologies were introduced, India was dependent on foreign technology. Today, BSNL’s hard work and expertise have changed this and made India a leader in global telecommunications manufacturing.

High-speed Internet Access Reaches 30,000 Villages
Addressing the public gathering, Prime Minister Modi stated that this project will directly benefit more than 20 million people across the country. Approximately 30,000 villages that previously lacked high-speed internet will now also have access to this service. Border and remote areas of the country will also be connected with high-speed connectivity. This will provide students with access to quality online education, farmers with market and weather information, soldiers with families, and entrepreneurs with access to the global market.

Union Minister Scindia stated that with a capital investment of ₹25,000 crore, BSNL earned a profit of ₹280 crore in January-March FY25 and ₹261 crore in Q3 FY25. This is the first time BSNL has consistently reported profits in 17 years.

Digital India Fund: Connecting 30,000 villages
Scindia stated that 19,823 of the 27,106 towers targeted under the Digital India Fund have been activated. This has connected 26,327 villages and approximately 2 million families to education, health, and administrative services. In August 2025, these towers generated 42,773 TB of data usage, averaging 21 GB per subscriber per month. Scindia stated that from remote Odisha to hilly Assam, DBN ensures that education, health, and administrative services reach every family.

This technology is a symbol of self-reliance and independence.
Union Minister Scindia stated on this occasion that this 4G network is based on 100% indigenous technology. C-DOT developed the core network, Tejas Networks the Radio Access Network (RAN), and TCS performed the integration. This network is completely software-driven, cloud-based, and future-ready. With this achievement, India has become the fifth country in the world to have its own complete 4G stack capability. Now, India is moving towards becoming not just a service consumer but a technology producer and a global leader in the telecommunications sector.
The Union Minister stated that India will share this indigenous technology with its friendly countries in the spirit of Vasudhaiva Kutumbakam. Today, India is moving confidently from Vocal for Local to Local. This gift from Prime Minister Narendra Modi to the countrymen is a powerful symbol of a self-reliant India. He said that this is not only India’s technological strength, but also a guarantee of social justice and digital equality. Every citizen, regardless of their geographical location, will be able to access world-class digital services.
